Abstract

The paper has a specific character and was elaborate  on the basis of Commissioner of Slovak Republic for the Roma minorities. Because marked politicization of the Roma allegedly illegally   constructed settlements, Commissioner together with the Council of  Europe organize a workshop (OSCE ODHIR) under the name „The lodging of  Roma and Roma settlements – solving of the social exclusion“. The paper  is monitoring, in parallel, a historical context of arrival of Roma to  Slovak territory and a development of land ownership relations in the  period of feudalism. The attention is devoted to the period of  enlightenment and the Teresian urbarian regulation and the „Gypsy“  regulation in 18th century. In conditions of feudal Hungary the complicated  transition to the industrial period and continuity of the Roma  settlements are documenting not only registers from the end of 18th  century, but also the Hungarian General Registry from year 1893. The  newest conclusions are confirming the authenticity of the Roma  population in Slovakia and predominance of settled Roma population. The  paper include the period of the first CSR and complexity of transition  of land ownership relations. The most pernicious impact upon the Roma  settlements had the discriminatory measures of war period, when  inhabitants of the Roma settlements were compulsory transferred into  remote areas designed by representatives of given localities.  Gethoization of the Roma proceeded also after the war period, though  socialist plan of liquidation of the Roma settlements was never  effectuated completely. The new construction was frequently made in  places of original settlements and not in the inside perimeter of  respective localities. For the new evidence of land ownership relations  was responsible the Geodesy Office and local national committees.
